New tax shift in Catalonia: ITP increases for homes over 600,000 euros
From June 27, 2025, purchasing a high-value property in Catalonia will be more expensive. The government has approved a new progressive scale for the Property Transfer Tax (ITP), which replaces the old fixed rate of 10%. Now, homes starting at 600,000 € are taxed with increasing brackets: 10% up to 600,000 €, 11% up to 900,000 €, 12% up to 1,500,000 €, and 13% for amounts above. This measure particularly affects high-value transactions and aims to increase revenue.
A 20% ITP for large property owners and buyers of entire buildings
One of the most striking changes is the new 20% tax on residential property purchases by large owners. This includes both individuals and companies with more than 10 homes, more than 1,500 m² intended for residential use, or, in high-demand areas, just with 5 homes. This measure also impacts the purchase of entire buildings, even if the buyer is not a large owner. The goal is to curb the accumulation of housing by large investors.
Exemptions designed for social use and small property owners
Not everything is an increase. The decree provides exceptions to the new 20% rate. Non-profit entities, social developers, and individuals who acquire a building of up to four homes for themselves or direct family members will be excluded. These exemptions aim to protect the right to housing and promote social initiatives.
Improvements in reduced rates: more young people and victims of gender violence will pay less
There are also positive updates. The age to qualify for the reduced rate of 5% on the purchase of a first habitual residence is extended to 35 years. Additionally, victims of gender violence will also be able to tax at 5% when purchasing a home to live in. A gesture that combines fiscal policy and social protection.
